coinbase transaction – bad_cb_height in regtest in each block (even for very small heights)


I am having an issue making an attempt to generate blocks for Regtest. I get all the time an error:

ERROR: AcceptBlock: bad-cb-height, block peak mismatch in coinbase

The peak of the block I am making an attempt to mine is 1. The peak is lower than 500, which is the minimal block in Regtest for which BIP34 is enabled, so I do not perceive why the peak is an issue. Anyway, the Coinbase transaction I am utilizing is:
